Jalandhar (15/11/2025): A rapidly growing issue is emerging across the country — Cyber Cell units are freezing citizens’ bank accounts without giving any prior notice, without informing them about the progress of the investigation, and without providing an opportunity to be heard.
As a result, several individuals and small business owners are unable to access their own money, forcing them into severe financial hardship and mental stress. Advocate Tushar Khairnar, who is preparing to file a PIL in this matter, informed us that:
Public Interest Litigation under Article 32 of the Constitution:
To address this serious issue, I, as an Advocate-on-Record, am filing a Public Interest Litigation (Writ Petition) under Article 32 before the Hon’ble Supreme Court of India.
Purpose of the Petition:
The petition seeks uniform guidelines and a fixed timeline for the process of freezing and unfreezing bank accounts by Cyber Cells.
This will help protect citizens’ fundamental rights under Articles 14, 19, and 21 and ensure fair and transparent use of powers by investigative agencies.
Purpose of the Affidavit:
To demonstrate before the Hon’ble Supreme Court that this issue is affecting numerous innocent citizens across various states, affidavits are being collected from individuals whose bank accounts have been frozen without valid reasons.
Through these affidavits, the human and social impact of this problem will be placed before the Court.
